My watch is recording HR data. The HR data is syncing as it’s available in graph form. However the dashboard doesn’t show current HR or testing…despite the watch showing it.

Try this: Troubleshooting guide for (some) data missing after syncing (I recommend namely the hint #4). It won't bring back the lost data, but it prevents that it continues to happen
Recommend trux’s link below and point 4. For me, I just had to restart the phone and app. Initially that didn’t work, but then I went to the heart rate glance on the watch (Fenix 7) and it measured my heart rate and that synced to dashboard of GC on my phone.
good tips for sure but seems to be a one time fix. I keep losing the real time HR view in GC and seems silly to keep force quitting the app.
One small trend I've noticed is I've been messing around with multiple devices (Apple Watch, Wahoo Bolt, etc) and when I had too many of these connecting at the same time, I would notice the HR in GC being blank as you show above. Almost as if the phone/app/unit (I dont know) was not able to manage multiple real time connections (because I also noticed that Wahoo Element app was having trouble staying connected). The idea of this, that a modern device is struggling with multiple BT connections, shouldn't be the case - could be real or could just be overlapping batches of bad software.
I do know this used to work well in past versions of iOS and Garmin Connect. However, I've installed several iOS and GC (and Wahoo) updates recently. Hard to know which one caused the break.
I will say in the last few days I put away all the other gadgets and just using the Garmin watch. The HR real time view in GC seems to be working reliably again.
Go figure.
