Why do notifications only work well on iOS if location is set to Always ?

I was having issues with notifications on my vivoactive 4 and my wife with her vivoactive 4s.
After reading several posts in the forum, we noticed that the only difference with the recommended settings, was the location permission.
Instead of using "Always" we had the location set "While using the app", so we changed to Always, and the notifications started working perfectly.

If I didn't figure the solution via settings I would eventually get another watch for sports.

Why is this required ? Notifications should work flawlessly without having to give all the information.
All the justifications given here (https://support.garmin.com/en-US/?faq=17Gy2bcQpM2NKMie13Ade8) have no interest to me.
My main usage with Garmin connect app on iOS is to:
- Sync Data
- View Data

And that's it. If I need to do more than this I use the web version, which I prefer.

This is a problem because users that are more concerned about privacy and restrict permissions, may think their Garmin watch just sucks as a smart watch, as such basic functionality works badly (which doesn't, it's due to permissions). 

Also, I don't see any reason to give away my location just to receive notifications, so if I was malicious, I could think that Garmin is stealing and selling my location data, which I don't believe they do (I'm not that important :) )
