I have used my Instinct watch and Garmin Connect for several years without difficulty, however after the latest or maybe second latest update to the app, I find that Garmin Connect does very often not display ongoing HR. It shows either a static unchanging number or no number at all. Repeated re-syncing has no effect. The only thing that seems to work is to close the app, and then re-open it.
