Is this the latest version of garmin connect for iPhone?

Yes, but it can change anytime. Anyway, unless you disabled auto-updates on your iPhone, you'll always have the latest available version (+/- a few hours for the global rollout).

I'd tell rather the 4.57.0.28 than 4.57.0.128.
