Reviving many old discussions about this: We badly need to be able to be notified when some specific friends complete an activity.
Currently, you can be notified if a friend comments on one of your activities or if you specifically mention them in a comment.
Strava allows to "closely follow" some specific contacts, which trigger a notification when they complete an activity.
Please consider this for implementation!
