Tanabata Festival badge

Why cant you get the Tanabata Festival badge in the Netherlands while people living Germany can win this badge (for a Japanese festival)

Did those people in Germany change the location in their Garmin profiles to Japan? That is the only thing you need to do to get the badge....and of course log an activity.
