My VO2 MAX hasn’t updated since June 16th, I think which was around the time of the last update on iOS mobile. I walk 3 to 4 times a week and it usually updates almost every time I walk.
Anyone else have that problem?

It tells about the walking VO₂max:
Walking VO2 Max Estimate
The Walk activity must be 10 minutes or longer.
- On a vivosport, it must be 15 minutes or longer.
The activity must be recorded outdoors with a GPS signal.
Heart rate data must be recorded (from either a built-in optical heart rate sensor or from a chest strap).
Your heart rate must be elevated to at least 70% of your maximum heart rate for at least 10 minutes continuously.
On a vivosport, it must be 15 minutes continuously or longer.
From that document -
The Bike activity must be 20 minutes or longer without stopping.
Heart rate data must be recorded (from either a built-in optical heart rate sensor or from a chest strap).
Your heart rate must be elevated to at least 70% of your maximum heart rate for at least 20 minutes continuously.
A power meter is required.
I do not have a Power meter and it updates my VO2 MaxAre you sure it is the cycling VO2 max that is updated and not just the running VO2 max? Could you post a screenshot?

Mine started recording again after the app update 4 days ago.
That's a coincidence. The VO₂max is being calculated by the watch, not by the app, so the app version plays no role.
