When I complete step goal lights flash but no vibration has this feature been turned off?

Notifications may be disabled in the settings. I do not know what watch you own, but on mine it is in the watch menu » Notifications & Alerts » System Alerts » Health & Wellness » Goal Alerts » On / Off / Not During Activity
