Activities (walks and runs) are recorded separately from steps. Your steps are detected by the accelerometer on your watch, regardless of whether you're recording an activity or not.
Is your arm movement any different than would be typical of normal walking motion? The accelerometer can be thrown off if you're holding on to something like a baby stroller, water bottle, hiking poles. etc. on the same wrist as your watch.
That'll do it. I put my watch in my shorts pocket to get credit for steps while pushing a lawn mower. Seems to work fine.
