Can’t pair IPhone 8 and watch 735xt

I have the same problem with pairing my 735xt and iPhone 8. 
Conditions:

Iphone 8. 15.0.2 (19A404)
Forerunner 735XT, software version 9.80 (6f1f594)

Garmin Connect 4.48.0.21. 
I’ve just purchased the Watch from a guy who not longer need it. Perhaps, this point affects are problem below  

Step by step bug reproducing. 
1. iPhone settings. Bluetooth. Forget this device. 
2. Garmin connect. More. Garming devices.
Forerunner 735XT. Action required (!). During this step I can’t delete the watch. All I can do is delete Garmin Connect completely and install it from scratch.
3. Uninstall Garmin Connect and Install Garming Connect from AppStore. 
4. (should I?). Switch iPhone off completely. Turn on. 
5. Switch off the Watch completely. Turn it on. 
6. Garming Connect opened. Add new devices. Select compatible device from the list. 
Device found. Enter the pairing code.

Device found?? Do you want to pair with Forerunner 735xt?

Yes. Completing setup… Pairing Failed. 
7. Retry. 
I did it more then 20 times. Nothing changed. 

Some other options I have did. No result. 
- delete user data in the Watch settings. 
- Connect the device to the IPhone via Bluetooth without Garming Connect.

    One important mistake in the text above. 
    >5. Switch off the Watch completely. Turn it on. 

    I did the option Reset Factory Settings. Not just a reboot.

    I spent dozens hours investigating the problem. 
    Some results are here:

    - this is not Bluetooth related problem. It seams that connection to Garmin server can not be established. 
    - in my case Unit ID has been broken with unknown situation. Garmin UK and Garmin USA support confirm this. I can’t understand  the reason.
