Edge 1030+ / iPhone 13 not connecting using (BT)Edge 1030 plus

My new iPhone 13 and 1030+ are not connecting via background even after multiple delete and pairings. My old iPhone 12 would eventually connect and would maintain that connection until a) the phone battery was exhausted b) Garmin Connect would be updated.

Is this a known issue with Connect or is this something new? The common denominator here with this behaviour is Connect in my mind as this also happened with the 1030.
