Should be under Settings >> User Settings >> Measurement Units.
But you might find that global settings such as metric or statute distances are best done on Garmin Connect Web under display preferences - [ https://connect.garmin.com/modern/settings/displayPreferences ]
Make sure global settings are maintained there and then they should populate to Garmin Connect Mobile and your device.

I logged into my desktop Connect and selected display preferences and metric, but my watch is still showing imperial. I’ve synced the watch and also turned it off an restarted it. And now not only won’t it show metric, it also won’t show the current temperature anymore either.

If you speak about the Weather widget units, then you can set them directly in the settings of the widget. I do not know what watch you own, but usually you have to long-press the Menu button to access the settings. If it does not work on your watch, please consult the user manual for your model.
