My sister in law purchased two Garmin Vivo fit jr for my daughters, trying to setup but the App is not available in my country St.Lucia.

A few options for you:

Reach out to your local Garmin Product Support. Suggest phone or chat, if possible, for faster service

Install and use a VPN app on your phone so that your IP address appears to be coming from a different country where the app is known to be available (US for example).
