I don't see what is confusing. Most runners run with a low vertical ratio. If you check the statistics for vertical oscillation you see that >95% of runners got a vertical oscillation of < 6.1 cm. That tells us that most runners got a stride length of about 100 cm.
After a second thought, due to my little size (158cm), my stride length is much smaller than most other runners, even it is optimal for me; and that makes my VR looking miserable. Probably it is not a practical metric for me
