After switching to a new phone, only activities (runs) are syncing

I can see real time steps and heart rate in the connect application but not historical data. 

Activities like run and bike sessions sync normally and I can see their history. 

I have tried to manually trigger sync from the app and watch, restart my watch and phone, and reinstall the Connect app without any success. 

My watch is the 245. I switch from Android/Pixel3 to an iPhone 11.
