Totally disagree. GC will reward your training accordingly to time, effort, distance and so on, but there’s no need to count it again like fictitious steps, as much as walking for hours shouldn’t be converted…
If I'm honest, and without being rude, I think this is a stupid suggestion.
There are other metrics that attempt to track total "work" but for gods' sake let's not redefine the word "step".…

In the end we’ve been made to walk and run, so if you cycle and (I’m exaggerating) you spend the rest of the day sit in a chair, it’s not good for your health.
Totally respect your opinion but I disagree. I don’t spend the rest of the day sitting. Garmin Connect doesn’t appear to have biking challenges or I’d join them. Fitbit converts them. It’s not a huge number— takes a lot of miles for very few steps. I run far more than I ride. And there’s no reason to convert a long walk into a bike ride. The mines are there and that makes no sense.
I didn't know Fitbit does that, but it perfectly makes sense, marketing wise. It's just "ego" or "self satisfaction". Customers are happier when checking more boxes with the same effort.
In the end there are marketing measurements (say, Training Effort) and objective measures (steps, floors climbed and so on). I'm perfectly fine getting 1 floor climbed every 3 meters uphill while hiking, it's pretty much the same as if I climbed on a stair, but steps are steps. I accept measurements errors like when brushing teeth, but there's no point to create virtual steps that generated no calories/distance (in addition to those already counted while cycling) only to fill the daily steps gauge.
