Garmin Connect App constantly displays "sign in failed cannot sign in try again later"

Since I have registered a Forerunner 235 to my account , I can no longer sign into the connect app on my iphone. Garmin Express and Connect both work and log in fine on my laptop. 

So far , I have tried;

  • change of password
  • re-installing the app
  • hard reset of the iphone (several times)
  • restoring the i-phone
  • "retiring" my previous watch from the account
  • removing my previous watch from the bluetooth pairing.
  • clearing the cache from safari and chrome on my both my phone and laptop. 

iphone is a 6s , with ios 13.3 installed. previous watch is a vivosmart HR 

Any comments or suggestions would be greatly appreciated! I fear I am going around in circles currently trying to figure this out!!
