Connectivity issues with Garmin connect when WiFi is disabled or unavailable

I am experiencing problems with syncing data and general app issues when on Mobile data Only since the last Garmin Connect Update.

The moment I connect to any WiFi it works without any issues. But when out on a run or cycle all functionality of app that I need stops to work.

I need to clarify that the following IS still working when on Mobile Data

Steps syncing and heart rate updating when on Mobile Data. I can see it on the App Dashboard.

What is NOT working:

Syncing of Activities once done.

Syncing of Workouts from my Garmin Coach to device. This just goes "Whoops....try again". literally

Live Track. In fact screen does not even want to open. Just show small message of Error has occurred at bottom . It is set to Auto Start. So when an Activity starts, I keep getting message on Device stating that live track failed. 

But when on WiFi, Live Track starts as it should. But again once it looses WiFi connectivity it starts error-ing.

I have communicated this to Garmin Support, but they do not seem to grasp the issue as they keep telling me that connection between phone and vivoactive 3 is a problem. Which it is not as my steps and heart rate are syncing

What I have tried:

I have cleared the cache and  data on my phone.  I have reinstalled the app. Removed VivoActive 3 from Garmin Connect and Phone, and re-added it. I have factory reset VivoActive 3 and redid the previous steps. Issue still remains.

Have anyone any ideas what I am missing or need to change?
