Can't sync Vivoactive 3 to Connect since iOS 13

Since iOS 13 I haven't been able to sync to connect.  I can hit the sync icon and it completes really quickly as if syncing.  If I open at the Heart Rate widget in connect I see a "Sync your device to see today's timeline." I have followed the instructions about resolving iOS 13 issues and I am receiving some notifications.

I have also removed my watch from connect and re-paired, but that hasn't fixed anything.

In addition, I'm not getting google map navigation notifications.

    I'm getting this same message as well.

    They have also removed the HR timeline graph comparisons for the week, which has been very frustrating.  

    Overall, Garmin's software seems to be getting worse.  My impression is that it doesn't matter which Garmin smartwatch you have - the software is the same for all of them.
