OK, here is the fix that worked on my Fenix 5x.
I spent 30 min on hold with Garmin CS and they said to do the following which actually worked. On your iPhone:
Settings/Notifications/Messages select "Always…
My Notification Center has been on (just verified) and I have never turned it off. I still have the same problem on my Fenix 5x (software version 14.20.0.0) , and iPhone 7, iOS 13.
I have spent a lot of time deleting old text messages on my phone as someone suggested. Still no change to the problem.
My next step is to call Garmin Customer Support.
OK, here is the fix that worked on my Fenix 5x.
I spent 30 min on hold with Garmin CS and they said to do the following which actually worked. On your iPhone:
Settings/Notifications/Messages select "Always" on Show Previews. This was the only setting I never changed, because I don't like my text messages to be displayed on my phone's lock screen (which will happen if you select this, per the steps).
In other words, I had "Never" selected so when someone texted me, my lock screen would display "Text message from John Doe"
With "Always" selected I get the full message displayed, in all of it's inappropriate grandeur, such as "Text Message from John Doe- Hey You son of a Motherless Goat! WTF are you up to you lazy POS?! Want to get drinks tonight until we catch another dumpster on fire? I promise, no Organ Harvesters this time, Bro."
Not cool. Especially when you're meeting with your priest, at a job interview, at a parent-teacher conference, etc...
So Garmin took my email address and said they would notify me when they have a software update to permanently fix the issue.

Same issue as noted above after updating to iOS 13. If in your message notification the “show previews” isn’t checked with “always” your watch will not receive messages.
Thanks for the help hopefully they fix this issue soon. I don’t like having a full preview on my lock screen either!
I appreciate all the work everyone has done on this thread regarding the message notifications, however I still can't figure out the phone notifications. Has anyone managed to figure out how to have phone call's display as a notification on their watch? My watch used to do this but at some point in the last two months it's lost the ability (one of the primary reasons I have a smart watch).
On watch Settings > Phone > Smart Notifications > Status - On, During Activity - Off, Not During Activity - Show Calls Only, Timeout - 30 Seconds. Watch is Fenix 5X, Software Version 15.10
On phone Settings > Notifications > Phone > Allow Notifications - On (green), Show Previews - Always, Notification Grouping - Automatic. Phone is iPhone X, Software Version 13.3

Be sure on Watch settings that you also set “Alerts On” to on. It’s one scroll down from Smart Notifications.
My Fenix 5x has been very intermittent in the last few months. It is very frustrating.
I often check all of the above after I “Forget This Device” in Bluetooth settings on my iPhone, then pair the watch to the phone again. This seems to remedy the situation.

I am on a relatively similar setup, with the exception that my watch is a 5x plus! Also on iPhone x running ios 13.3!
There have been issues with notifications for some time, but lately, at least on the Garmin side of things, they have been solved!
I am now on fw10.0 and ever since about fw 8 ish, notifications have been ok for me!
Perhaps we could figure out what’s up with your setup!
My suggestion is that first of all you restart both the iphone and the watch to begin the process!
Then turn ALL your notifications on, including messages and others!
Then turn all DND options from the watch off! (DND, and DND while sleep)
All these settings you must turn on FROM THE WATCH, NOT THE PHONE APP!
On your phone, check if your watch has acces to Notifications Center on the iphone! Make sure that within your BT connection on the phone, you have notifications on!
If these steps do not work, perhaps we could talk directly and try to debug it ...
