New Fenix 3 won't pair bluetooth

Got a new Fenix 3, downloaded the app on my iPhone, and can't pair bluetooth. Nothing, as if the watch isn't putting out a bluetooth signal (the watch doesn't seem to show up on my laptop's bluetooth either). Really don't know what to do; googling doesn't seem to produce any recent suggestions. Manual not much help (presupposes that it will work). Is this broken? Do I just return this?

    To add to this suggestion - Are you 'pairing' from phone Bluetooth menu, which doesn't work? You need to select 'Add Device' in Connect, while activating 'pair device' on Fenix. This should result in a code appearing on F3 that you enter in Connect.

    Once 'Add Device' completed, connnection will be visible in phone Bluetooth section
