Incorrect measurement of steps

My steps are completely out, have checked meter setting still not correct.
Have checked against my golf buggy and my steps are less than the meterage shown on buggy which I know is correct. Any ideas?
Pedometers on the wrist count less steps (almost zero) if ur pushing a buggy, or pulling. Same with lawnmorrows, shopping carts etc etc. There is no arm swing with a step vibration to count when holding a handle on those things
U could push the buggy with the other arm and leave ur watch hand to swing. Put it in ur pocket or hang it off ur belt.
