Does Garmin Connect have to be open always?

I just purchased a Fenix3 Hr and really love it so far. I do though have a question about The Garmin Connect App.
I have searched the internet for the last 3 days and really can't find an answer.
Any direction will be appreciated.

Does it always have to remain open on my iPhone 6+ for the weather widget to display info?

when I close out the app, the watch then displays "Follow steps on Garmin Connect Mobile to pair."

The watch is connected via bluetooth.

As soon as I open GCM the weather displays.

After powering on the phone, you have to launch the mobile app to establish an initial connection.

After that, the app will run in background and update the wearable device.

At least that's how it works with my VivoActive.

You have to have a regular GPS update either via the watch or via your phone in order to get weather updates. You also need to sync the watch with GCM. I tend to fire up GCM in the morning with the phone GPS on and then the weather app(s) tend to update thought the day.

In my experience the connect app has to be open to receive notifications and updated data.
