Bluetooth connection standard and BLE to garmin edge 1000 iPad 2 iOS 9.3

Why does GCM for iOS make a standard Bluetooth connection which allows a sync to iPad 2 running iOS 9.3 but also tries to make a BLE connection and then complains there is no Bluetooth connection to allow other operations when BLE does not exist for earlier iPad models

Surely it should be smart enough to try for BLE first and if that fails then use standard channel for all comms

I can only achieve half of what GCM is supposed to do

Can someone from garmin engineering explain why 2 channels have to opened to edge devices

I don't know why the 1000 needs both Bluetooth channels open.

As I understand it, the Bluetooth Low Energy channel is used to interact with notifications from the phone only.

The standard Bluetooth channel is used to upload rides, retrieve weather data, and broadcast live tracking information through the phone.

Personally, I would like it if you could turn off the standard Bluetooth connection (I don't use the weather reporting or live tracking features) but leave the Bluetooth Low Energy connection on (I do like the ability to get phone notifications).
