2.13 series breaks weather widget, possible cause: lack of location requests

Since updating Garmin Connect Mobile to the 2.13 on series on Android, the weather widget has stopped working in at least fenix 3 and vivoactive according to both my own experience at home and several people on the forums. Some observations:

- The app has not requested a location from the phone since the update, according to some privacy apps I have in place.
- When the watch has had a recent GPS lock, it works again, I assume by sending the location to the phone.

This has already been submitted as a bug through the escalate form, but I wanted to leave it here so some people experiencing the problem can state so.

    This issue seemed to be affecting all weather-enabled devices. The cause has been identified and will be corrected in the next maintenance update, expected to be available in the next few days.
    In the mean time, forcing the device to acquire a "fresh" satellite signal seems to resolve the issue with most devices.
