I haven't encountered a server connection problem at all and there have really not been any other similar complaints. I suggest you contact support. It sounds like you have a problem that is unique to you.
Here is what I get whether on my computer when trying to download from connect IQ OR from my phone when I try to download ANYTHING (Applications, widgets, watch faces, ETC ETC)...

Well I've tryed later for 2 weeks now, and I'm a little upset about that.
I have similar issue - can't download any app from Connect IQ neither in Garmin Connect Mobile nor Garmin Express. Getting similar message: "Sorry the app wasn't sent to your device because we're having trouble communicating with our servers. Please try again later". Tried several days, then connected Garmin support. They asked which OS and which vivoactive software I use, which internet connection etc. After sending all the required data, I got an answer: "The information you've provided isn't enough to determine what the problem is and it will more than likely require a remote computer connect to get a full picture of what is happening". How they can remotely connect my phone?

I tried the whole process with my laptop now (Mac OS X 10.9.5.), also updated the watch and I was able to install a new watch face with Garmin Express. Haven't tried with my mobile yet.
This watch is useless if I cannot download applications on it!!!! Please recover the server connection problem fast!
Did you find a solution Simon? I have the same problem for months now from three different computers (2 Macs and 1 PC). Garmin Express is unable to connect to servers. I am unable to download updates, maps etc. The system did not recognise my 'successful' previous registration. Webupdater lets me install some firmware updates, says the update is successful and then does not recognise those 'successful' updates.
What a mess... is this why this device was so cheap at Halfords? The lifetime update 'lifetime' seems to be confusing.
