Perhaps your government has blocked the access to it, just like they did with many other websites and apps. Try using a VPN. Or ask friends with Garmin, whether they experience the same.
Since around July 1st, I've been experiencing a similar problem, especially during periods of hidden whitelisting, namely in areas where towers restrict mobile traffic for military reasons. This occurs between 7 PM and 10 AM, sometimes during the day. Interestingly, when using a VPN, the app works at any time.
Garmin technical support behaved strangely. When I contacted them directly, they refused to help, citing legislation (without specifying any relevant legislation). It's very disappointing to hear a manufacturer refuse support. I had a very high opinion of the manufacturer.
I doubt I'd recommend this product to my friends.

If that's true, then it means the problem is (almost certainly) on the side of your Internet Service Provider, who blocks the DNS entries for websites, as requested by your government. I am afraid there is not much Garmin can do about it, except of recommending you to use a VPN. However, as far as I heard, recommending VPNs is also illegal in Russia, and could lead to even harsher persecutions of them by your authorities.
Consider contacting your parliament representatives, and asking them to vote for removing the restrictions. Or, if it does not help, cast your votes to politicians who will be more open in that respect, at the next elections.
An official response from the manufacturer is urgently needed. Who is blocking the app? Local providers claim there are no access issues. When trunking an inaccessible page on the Garmin server, there are very long delays after reaching Russian servers. When opening the desired page on port 80, device authorization is required. Therefore, I can see the server if I access it through a browser; no one is blocking it. Meanwhile, the application logs later show that the data could not be transferred. It is strange that the application developers abandoned data caching and autonomous operation of the watch and application, independent of internet synchronization of current data and caching this data on the mobile device. As an application developer, I do this for the convenience of using the service. These are current application usability requirements. Garmin Connect should work offline; monitoring data through the watch interface is almost never convenient; a mobile device makes this much more convenient. The app requires a major interface overhaul. Even Chinese Xiaomi devices, which are growing and growing behind Garmin, are significantly better in terms of design and functionality for health and fitness monitoring. I really hope the developers will help resolve the current issue by providing feedback. I give them permission in advance to process my personal data if they need to.
