I'm desperately trying to start an adaptive Garmin coach cycling plan like I used to be able to, but it doesn't seem to be offered anymore.
Only the 6 non-adaptive training plans are available, ad the issue is the same on the Android connect app or the web app.
Is this a particular issue, or has that feature been moved to connect+ only ?
They are available for everyone.
Garmin has changed the coaches a bit. What do you see in the training plan page?
If you select Achieve a milestone you can select cycling and probably also if you plan a cycling event.
You can also scroll down and click the "Browse all plans" button you can select the old plans.

I can browse the plans, and it shows me the 6 non-adaptive cycling plans, but the adaptive one for cycling does not show up anymore (this is the one : https://www.garmin.com/en-US/garmin-technology/garmin-coach/garmin-cycling-coach/)
I get this page where I enter the settings, and then it offers me to configure one of the 6 plans.
I also get that page when I click "Achieve a milestone". After I've entered my data and click Next I get this page:
