I cannot add a workout on my running app.

I have uninstalled the app. cleared data and cleared cache.

Can you help please?

Why? Not available? Not uploading? Not visible in Training » Workouts? Getting an error? Or something else? How exactly are you trying to do it?

When I try to create a workout it just goes back to the initial screen which is

Find a workout

Create a Workout

Really not sure. I can copy a workout but I cannot edit a workout or create a new one. I've uninstalled the app and tried everything

I do not speak about the phone app. I asked why you cannot use Garmin Connect Web, and what exactly does not work there? If it does not work with your standard browser, try another one.
