nothing is syncing

After resolution of yesterday's issue with devices restarting in loop, today, none of my devices (edge 1040, venu2, instinct solar, edge 830, etc) nothing is syncing, not via wifi, not directly on garmin connect. All activities from today are still in the original devices, but none uploaded to "garmin cloud/apps".

Is there any resolution time for this, is this a known issue? I reinstalled garmin connect, but didn't solve the issue. The devices are seen properly via bluetooth and wifi.
Chinese letters under 1040 configuration page remained, as mostly people reports.
