Ran into the same issue with my Pixel 9 XL after copying over content from my old Pixel. Ended up reinstalling Garmin Connect and re-pairing the watch. All then worked.

I found potentially a better fix here. Ran into the same problem but realised the old Pixel is still switched on and connected to the watch. Went to Bluetooth on old phone, forget Venu2, disabled Bluetooth also on old phone and new Pixel 9 Pro XL found the watch straight away!
Even though system reset, it still doesn’t work, same. I restore from backup, is this bat?
This worked for me as well. I could not get my pixel 9 Pro to connect to my Garmin watch. My tablet was connected to my Garmin Phoenix 6s Pro. I did what you wrote - I went to bluetooth settings on my tablet and chose "forget fenix 6, then went straight back to my pixel 9 and it worked immediately!
