Garmin Connect calculating moderate and vigorous intensity minutes very strangely when set to zones

I've been trying to tweak my Garmin Fenix 7 to fit my current training. As such I changed the intensity minutes to be calculated as follows:
Set intensity minutes to use zones in Garmin Connect > Fenix 7 > Health & Wellness > Weekly Intensity Minutes > Use heart rate zones
Moderate: Zone 3
Vigorous: Zone 4

I wanted to get in some more low aerobic to account for a shortage in my training load, so did some zone 2 cardio on an exercise bike, and to control which zone I was in and maintain it I used the HRM Pro Plus, paired with both the Fenix 7 and Garmin Connect. This exercise shouldn't have counted any intensity minutes, but it counted 0 moderate, and 4 vigorous minutes.

I repeated this several times trying to rectify the settings as I thought it may be an issue where the settings are mismatching and becoming out of sync between the fenix 7 and garmin connect.
I got some similar results with some moderate and vigorous minutes being recorded where they shouldn't have been, with one recording 8 vigorous and 1 moderate.

Just wondering if anyone else has seen issues like this happen? I'm not sure if its the HRM pro throwing off the calculation or something going wrong between garmin connect and the fenix 7, but at the moment I'm considering removing and re-adding the fenix 7 from garmin connect, clearing the data and re-pairing. I'm just hoping I won't lose any settings or data from doing so.

As a side note when I do these exercises I have my phone in view with garmin connect up to see my current heart rate, and the coloured zones in garmin connect have never matched those that show properly on the fenix 7.
