Tempo training usually triggers no or little anaerobic effect. You cannot sustain anaerobic metabolism for more than couple of tens of seconds, so if you run several minutes with the HR continuously above 150 bpm, you are definitely not in anaerobic mode, since you would fall down immobile after max 1 minute or so. To get some anaerobic effect, you need short burst of very strong effort - short sprints, interval training, short hill climbs, etc. Also described in more details in the document schmjoe posted.
