No, of course, you are not correct, otherwise I and millions of other users could not have the badge.

Most probably because you enabled Strava segments, instead of Garmin segments. Have a look at the article I linked in my previous post, for the instructions how to change it.

I went to the setting but it was just like in the image. Garmin Segmenten was the only active one.

Try toggling it to Strava, and then back to Garmin again. Check the segments in an activity on the same app in between, to exclude there is some account conflict between GC app and GC web.

BTW, the Segments tab will be only available at outdoor Run and Cycling activities using GPS. I do not know whether it was the case at the activity shown on your screenshot, but I see suspicious 0 elevation data, which could mean that it was not really an outdoor run. Zero elevation is unusual even at very flat runs on a track. And the constant temperature of 37°C during the activity also makes me think it was not an outdoor run.

It is an outdoor run. The temperature sensor is broken. I have "elev corrections" disabled on my garmin. I have set them eneabled now. Garmin says always I have 10-100x more elevation then in real life.

Which model do you have? If it is an old model, perhaps it does not support Segments at all. Have a look at the list of compatible devices in the following document. If yours is not there, it could be another good reason (besides the broken sensors) to change the watch.

I also switched from garmin segments to strava segments and back. Nothing showed.
