The Garmin Connect App ver. 4.75 no longer uploads activity data from VivosmartHR+
Remove the device from Bluetooth settings on your phone, reinstall the app, place the vivosmart HR+ into pairing mode, pair using the Garmin Connect app.
Meanwhile, you should be able to sync using Garmin Express - vívosmart HR/HR+ - Setting Up the Device On Your Computer (garmin.com)
