Adding Emergency Contact Number (Brasil)

I'm not able to add an emergency contact number here in Brazil.

When adding the phone number, the syntax looks perfectly correct: +55 11 98490-9XXX

+55 = country code
11 = city code
98490-9XXX = 9 digits mobile number

After following the link sent to my contact, the garmin page show the very same number but in a very wrong syntax: +551 198 490-9XXX

+551 = country code
198 = city code
490-9XXX = 7 digits mobile number

Even when my emergency contact clicks on ACCEPT, no action occurs. I suspect it may be related to an issue with the syntax. Has anyone else encountered this problem before?
Any suggestions on how to resolve this issue?
