I created a similar shortened Workout, though just with a single round of the Run/Recovery steps, and tested it quikly on a treadmill. Below, you can see the workout, and the next screenshot shows how it then looks like in Garmin Connect Web - each step is recorded separately, and with its own stats.
Which watch model do you have? The difference in functionality may be coming from the model, if it is an old device. You could also try modifying the Recovery into another Run instead, just with a slower pace target.
