Would it be possible to add a couple features to the reports? 1. total elapsed time at each lap. 2. allow records to be calculated as all time, and that as records as a function of a time period, like within the last year or since the start of the year.

Not sure what exactly you mean, but in the laps table there already are several times - Time of each lap (including pauses, hence it is more or less the elapsed time of the lap), Cumulative Time - elapsed time since the beginning of the activity, and Moving Time (lap time excluding pauses). You just need to turn the phone horizontally and scroll to the right, to see all the available columns. Or use Garmin Connect Web.

2. I would like records for the year in addition to all time, or be able to set the time period for the record.

Hi, you can view some of these in Garmin Connect (web) under Reports > Progress Summary > Group by Year (among several other options). The Customize option at the far right has additional fields.

This won't give all the "personal records" like Garmin uses (such as cycling fastest 40km or best 20min avg power), but still offers a lot (biggest climb, longest distance, etc).
