Workouts : primary and secondary target

I created a new workout : 

2 minutes at 100 rpm with a power around 150 Watts

Repeated 5 times 

I used Garmin Connect to create my training programme using a primary and secondary target : 

Duration : 2 mn

Primary Target : Cadence - Target : 100 rpm 

Secondary Target : Custom power - Target : 130 - 150 Watts 

When I send this programme to my Edge 1030 plus, the secondary target is no longer visible. I have only one Step : 2 mn at 100 rpm and the Secondary Target has disappeared.

Why the Secondary Target has not been taking into account ? What is the Secondary Target for ? 

And when you create a Workout from my Edge 1030 plus Secondary Target is not available
