Garmin Pay stopped working. Vivoactive 3 USA

I am using Galaxy Note 10+ with Garmin Vivoactive 3.

The Garmin Pay was working fine until recently then I just noticed it stopped working. 

This is what I did.

1. On Garmin Connect mobile app, delete my credit card. (I could still see the card there).

2. I Tried to add the same credit card, but after pressing Get Started, it see a message saying "No Cards Supported. Your device does not support any cards in this region."

3. On Garmin Connect, I removed my device and reconnected the device again.

4. Tried the same step 2, it still shows the same message.

5. I rebooted my device and see if that helps, I still see the same issue.

Questions: Did Garmin stop supporting Garmin Pay on Vivoactive 3?
