Never heard of Tired run. Which plan did you select? Are you sure you are reading it well? Is it in English or in another language? If in another language, then the original term probably got lost in translation. Open Garmin Connect Web, change the language to English, go to Workouts and check the plan - perhaps the English title and description will be more revealing, than the translated terms.
Perhaps yet in other words: the "easy run" / "tempo run" / "hard run" terms are usually associated with the heart rate, or with the pace. In this case, nothing of it applies. Your best effort on tired legs greatly depends on your feelings, and on the state of your legs. If the legs are really in bad state, the pace might be worse than at an "easy run", while the heart rate may go far above that level. And oppositely - if the legs are not tired at all after the last long run, the pace might reach your max effort, while the heart rate may stay at a standard level (or perhaps even lower).
