It do not think so. Apparently it works for others. There was no sudden surge of connectivity issues reported here on the forum after the release of GCM v4.59.
On Android phones, there are countless of possible factors that may contribute to connectivity problems. Have a look for some tips at the Sync / Connection Troubleshooting Guide
I tried all the tips. None worked. The best I managed to get was when I remove the watch from Connect and Bluetooth, turn the phone and the watch off, restart them and pair. Pairing succeeds and syncing starts but never completes as Garmin Connect turns the watch to "Not Connected". No matter how many times I go through these hoops, always the same result: The watch never stays "Connected" longer than a few seconds.

You do not need to download anything else than the older version.
I had the same issue. In my case, removing the "fenix 6X Pro Solar" from the list of coupled devices did the job. To do so, I pressed long on the Blutooth symbol. This opens the list of coupled devices. I touched the toothed wheel to the right of "fenix 6X Pro Solar" and selected "decouple" (hope the term is correct, I am using German language). After that, I tried to connect app and watch. The watch displayed a six-digit number, I entered it in the app and synchronization started, which took 15 minutes.
