The holes of tbe barometer at the back of my vivoactive3 are clean for sure.
It does look like the hardware watch is good.
Is there any software patch to fix it?

Open the altimeter widget, note the elevation, then climb a floor or two, and observe whether the elevation increased accordingly. If not, then there is a problem with the altimeter, and you need to fix it first. If it works all right, then have a look at the tips in this thread: What's the secret to tracking stairs accurately?
There's this to try. If it shows inactive, there's a hardware issue.
To access Test Mode:

In that case add the Elevation data field to the activity screen, and observe the elevation changes there.

Unfortunatly the Altimeter values are not changing in the tesr mode during climbing up and down the hill.
Also, it lookz like the baro temperature value is unreasonable 283 deg celsius.
Does it mean that the firmware is bad? The hardware?
Did you try calibrating?
Choose the floor climb activity but wait at least 30 seconds before starting it.
The widget I use is Ambient pressure. It provides a number rather than a graph.

Probably either one or the other. If the calibration as pshare suggested does not help, try the master reset of the watch to the factory defaults. If still no change, contact the Support.
