Can't set up Assistance on my Vivoactive 3 Music

Set up all my information and emergency contacts etc, Assistance is showing as Enabled, but when I try to test the system the watch displays a message telling me to set up Assistance using the Garmin Connect App.

Also, when I try to toggle Incident Detection on for different activities, the watch displays a message telling me to accept the LiveTrack EULA on the App.  I can view the agreement in the App, but there doesn't seem to be any sort of tick box to accept it.  I haven't opted out of the LiveTrack Data and Privacy Policy, but clearly that's not the same agreement.

Any suggestions?
