Notifications are showing up even those are not selected in the app notification

This is perhaps a recent regression. I am getting notifications from Facebook and other apps whose notifications are not selected. I tried turning off and on back but no luck.

I do have a garmin explore and all the notification are turned off there.

Well, then that's the reason. Garmin changed something recently, and now the Garmin Explore app (if present) takes over notification management. There are already several threads in this forum discussing this issue.
