I put down a emergency contact and she receiverd a text from this number. I can't find any connection to garmin. Can someone confirm this is a phone number connected to garmin? Or is it a scammer?

Yes. That is the number that Garmin use for assistance alerts.

Searching seems to indicate it is a Garmin phone number, emanating from Olathe KS, USA (Garmin headquarters).
