I cycle circa 100 miles a week and run circa 10 miles per week so get plenty of aerobic and anaerobic exercise.

If you get plenty of anaerobic exercise it sounds like you either do very intense activities or got your max HR set too low.

It's pretty hilly around here so most rides are 100ft climbing per mile e.g. 50 miles and 5,000ft.
I use a 1030 plus for cycling and Forunner 945 for running and walking.
I am 65 hence in theory my max heart rate is 155. I very rarely hit 160 on the toughest of rides or 170 on say a quick 5km run.
If I reset my hr zones higher I will very rarely hit Z4/5.
Maybe the Garmin algorithms don't work so well for older athletes?
You should probably set your max HR to at least 180 for running. Maybe even higher.
170 of max HR 180 is 94%. That is really really high. Do you sprint those 5 km?
Zone 5 is an all out effort. Your maximum. It is painful to be there and you can't stay there for long. You can't talk in this zone.
Zone 4 is uncomfortable. Hard to talk. Just a few words between each breath.
