Canadians cannot setup assistance

Why can't I setup assistance in the field box for safety and tracking. I am in canada . It will not let me input state as ontario. The assistance feature is not working!

I checked and the only place I find "State" is in the "My Information" page and in those text fields I can input whatever I like. There is no validation. Is it another page that isn't working? Maybe a screenshot will help to explain what you experience?
