Custom Workout doesn't sync to watch if it includes target of HR-Zone 2

I'm trying to create a workout which includes Run steps with a target heartrate zone of 2. However I found that my workout was not syncing to my Forerunner 245 (it didn't appear in workouts list) . To test if it was my workout in particular, I created a blank workout with default settings and tried syncing to my watch. It was successful.

So I played around a bit more to see what was causing the workout to not sync, and bizarrely it seems to be caused by setting a heart rate zone target of zone 2 for any of the steps.

To reproduce

1. Create a new workout in Garmin Connect app

2. Add a run step with target heart rate zone 3

3. Save and sync to watch 

4. Start a run activity on the watch and select a workout. It shows the newly created workout.

5. Change the workout in GC so the target is zone 2 instead of zone 3

6. Save and sync 

7. Check watch again. Workout is still there but if you view the steps, you'll see heart rate zone is still 3, and not 2. 

8. Change the workout in GC once more so that the target is zone 4

9. Save and sync

10. Check the watch again. Workout will now show target as zone 4

So something about setting target to zone 2 is stopping it from syncing correctly. Can anyone try to reproduce this and let me know if it happens to you?
