My guess is that it is a privacy thing. Garmin doesn't want to take part in making users use other peoples data. I'm a bit more pragmatic :-)
You could extract the FIT files from the watch and check start and stop locations. If the user starts and stops at home you can find the house of the owner. If it is an apartment house it might be more…

In Sweden addresses and ages (birthday and the personal number contains gender info) of all citizens are public so with the approximate location and the gender and age (that you can find in the watch) you could narrow it down to an individual and contact that person. It is great with public records. If you are in another country then you got more limited options.

Were you actually able to return the watch?
I can tell where the owner lives with a high degree of certainty. I'm going to be in that part of town this weekend so I'm going to cold-call them. It should be interesting
